The Act provides for the establishment of Public Services Negotiating Committees for the purpose of negotiating the conditions of service of officers in the Public Services, composition and functions of negotiating committees, meetings, quorum, secretaries, sub-committees, decisions, and funds of the committees. Made under the Provisional National Defence Council (Establishment) Proclamation 1981.

The Labour Act, 2003 (Act 651) regulates employment and labour issues in Ghana. This Act consolidates all laws relating to labour, employers, trade unions and industrial relations.

The Ministry of Employment and Labour Relations provides policy direction and the National Labour Commission (NLC) administers the laws related to labour and employment.
