James Keck Osei, Director of Administration at the Office of the Vice President, is one of four individuals being prosecuted by the Office of the Special Prosecutor.

Three public servants and one civil servant were accused by the OSP of failing to declare their sources of income.

Issah Seidu, James Keck Osei, John Abban, and Peter Archibald Hyde are the four of them.

On Monday, February 13, 2023, they appeared in court; three of them were granted bail, and one of them did not show up.

The explanations for why the OSP is prosecuting Mr. James Keck Osei have been provided by the Office of the Vice President.

Mr. Keck Osei was caught writing an illegal letter to the Commissioner of the Ghana Revenue Authority “seeking assistance in clearing 15 containers of rice” imported from Thailand in April 2022, according to a press release issued by the Vice President’s Secretariat and signed by Secretary to the Vice President Augustine Blay.

The Vice President’s Secretariat stated, “Among other things, the letter falsely conveyed that the Office [of the Vice President] needed the containers of rice for Ramadan festivities.”

The Secretariat claims that GRA informed Mr. Keck Osei that there was another rice claimant rather than responding to his letter.

In July 2022, Mr. Keck wrote a second letter to retract his previous request.

In September 2022, the OSP took over the case and began investigating it.

The second gentleman of the land had previously been distanced from Mr. Keck’s actions by Bawumia’s Office.

The Secretariat stated that the Chief Director at the Office of the President has begun investigating the matter in accordance with the civil service procedures, rules, and regulations. Where a violation of the Civic Services rules and regulations is established, the service shall apply the necessary sanctions.

However, the Secretariat insisted that Mr. Keck’s letter was unauthorised and that only the Secretary to the Vice President is authorized to write such letters on behalf of the Office.
