This Strategic National Energy Plan is a nationwide sectoral document aiming at contributing to the development of a sound energy market that would provide sufficient, viable and efficient energy services for Ghana’s economic development through the formulation of a comprehensive plan that will identify the optimal path for the development, utilisation and efficient management of the available energy resources.
To tap the available energy sources and resources economically and timely to ensure a secured and adequate energy supply for sustainable present and future economic growth, the SNEP set out the following specific objectives
- establish an effective national infrastructure for energy planning; and
- create a consensus reference framework for the development of the energy sector.
To these two strategic objectives are added 10 broad objectives that the Government has set itself through the Ministry of Energy, based on the Energy Vision
- stimulate economic development by ensuring that energy plays a catalytic role in the economic development of the country;
- consolidate, improve and expand existing energy infrastructure;
- increase access to modern energy services for poverty reduction in off-grid areas;
- secure and increase future energy security by diversifying sources of energy supply;
- accelerate the development and utilization of renewable energy and energy efficiency technologies;
- enhance private sector participation in energy infrastructure development and service delivery;
- minimize environmental impacts of energy production, supply and utilisation;
- strengthen institutional and human resource capacity and in energy research and development;
- improve governance of the Energy Sector; and
- sustain and promote commitment to energy integration as part of economic integration of West African states.
Since, except for woodfuels, almost all the components of the energy technologies are imported, the long-term nature of the SNEP provides the opportunities for the development of viable local industry for the production of components and systems.
